Traffic points and penality system.

BLACK POINTS LAWS

FIRST ARTICLE

​When the decision is applied, the following words and expressions are adjacent to each one.


Yellow Box

The area marked yellow in crossing with light signals.


Traffic Points

A number of points are fixed and the violated driver takes them against traffic violations according to the schedule. The number of points are suited with the bulk of violation and it is counted from the date of violation.


Accumulated Limit

When traffic points reach to twenty four during a time period not exceeding one year.


Racing

When two persons or more are racing on roads without traffic permission.


Traffic Violation Record

It is the registration book where the traffic violations are written, dates and the number of points against each violation.


Repetition

The accumulation limit exceeds more than once during the year.


Traffic Department

It is the main authority to apply and execute.


CHAPTER ONE

Traffic Points


ARTICLE TWO

  1. Traffic department sets a record for violations committed by the driver. These violations are classified according to their seriousness.
  2. Each violation is fixed with a number of traffic points according to the schedule.
  3. Traffic points which passed one year and do not reach the accumulated number are taken away and deleted.
  4. The driver who passed a training course at a driving school and endorsed by traffic department before reaching the accumulated limit, so eight points are taken away from the number of points. The driver avails only once a year.

ARTICLE THREE

The driver commits a traffic violation when his violations reach the accumulated limit. The following penalties are taken as :

  1. The driving license is confiscated for 3 months of the first traffic violation.
  2. The driving license is confiscated for 6 months of the second traffic violation.
  3. The driving license is confiscated for a year and will not be given back unless the driver passed a driving course at a driving school signed by the authority of the third traffic violation.

As for the temporary driving license (under probation)

  1. The driving license is confiscated for six months if he reached the accumulated limit. It will not be given back unless he passed a rehabilitation course at a driving school.
  2. If the accumulated limit has been repeated during probation, the driving license is cancelled and he is not allowed to be tested unless passing one year.

ARTICLE FIVE

Government or companies vehicles are excluded from confiscation.

ARTICLE SIX

  1. Traffic points go into effect on the present and absent violation.
  2. Traffic department notifies the owner of the violations.
  3. If the violation is done absently and the driver is not its owner, so the owner will notify the driver to check with the traffic department within one month. In case of not coming so the vehicle is confiscated for one month.

CHAPTER TWO

Rules for traffic procedures


ARTICLE SEVEN

If the driver of a heavy vehicle caused any accidents resulted in collapsing in his vehicle or any other vehicle or jumped the red signal so the vehicle will be confiscated for a year and it will not be given back unless he has a training course at a recognized driving school. He will also be fined with three thousand dirhams and any other punishment in any legislation.


ARTICLE EIGHT

  1. This decision goes into effect for all drivers who have a UAE driving license.
  2. This decision goes also into effect for those who have international or foreign driving license.

ARTICLE NINE

Periods are counted according to calendar month.


ARTICLE TEN

Regulations are cancelled if they are contradicted with the rules and decisions.


ARTICLE ELEVEN

This decision will be published in the gazette. It will go into effect from 1-3-2008.
